Even when the cable is'nt connected to write signal locked....

I changed Windows a few times, but did not benefit

Which satellite and transponder? Satellite Telecom 2A doesn't exist (anymore). The transponder name 0030 could refer to 3E but there is no sat (anymore). The name could also refer to a symbolrate and fec of 6285, 7/8 but your settings show 27500, 3/4.
