receiving of T2 signals fails(Solved)

In my area -central Europe- I can normally receive 3 different experimental DVB-T2 muxes using FreeviewHD STB made for UK, but TBS5880 shows no signal on the same frequencies, no matter the software used, so far TBSViewer, DVB Dream, ProgDVB, MCE XP. Two of the three T2 muxes have very strong signals. The truth is, these muxes are all in testing phase, but TBS5880 doesn't detect any trace of the signal. I tried several PC systems, mainly on Win XP and only briefly Win7, and the result was the same.
Another issue - signal and quality are always mutually equal, 90% or zero, no other values!?

Do you mean that when you scan a channel the quality and Strength all is 90%? is the value stable? always 90%?
Can you used a frequency which the the quality and Strength always 90%,Just have a test inserted your CAM or have not
inserted your CAM.

The signal strenght and quality have only two possible values: zero (when there is no signal), and 90% (any detected signal). Simply, every time when I lock on any dvb-t signal TBS5880 has blue LED on and shows stable 90% signal AND stable 90% quality, regardless of real values, and regardless of the software used. The same complaint posted EnoSat under the "secret product" theme.
I am concerned much more with the issue of dvb-T2 incompatibility in my case. I already have several dvb-t usb tuners and ordered TBS5880 for dvb-T2 purposes. Next I am going to test it with win7 and linux machines. Until now I failed to receive T2 signals which we have in the area, using TBS5880 and several winXP PCs. Actually, with TSReader under winXP I CAN analize the streams from T2 muxes (blue LED is on, signal and quality are 90%), but with other applications I can't get the picture or sound - signal is zero.

To be more precise about signal meter, signal level is not expressed in percentage as is quality, but like a number. So for example in ProgDVB signal level could be 10 or 90 (not zero or 90% as I wrote earlier), and quality could be zero or 90%. But no other values between.
Recently I succeeded in receiving one of the strong T2 muxes with ProgDVB, after many many trials by manual search. Second and third (which I normally receive with STB) still failed.

Sorry for the delay reply,Do you have inserted the CAM with TBS5880, If you have ,would you mind removing
the CAM and have a test again,and you have said that

Can you give the Picture about TSReader analyse picture, and tell us the T2 muxes's parameters: frequence ,bandwidth

Sorry for delay, steven.
In meantime I updated the windows driver to v.1.0.0.4 dated on 2012-11-19 and all the software to last versions.
Finally everything is OK !!
I can lock on all DVB-T2 signals, and the signal meter is fine !
Thank you guys for your work!
The only minor problem I noticed is a little bit slower driver response than before, but the stability is more important and this is now better. (It happened with new driver that TBSViewer has frozen, so far only once, under winXP)
Also, I didn't test CAM with TBS5880. Until now I used TBS5880 as T/T2 tuner, so I can't tell about new combined T/C driver and its DVB-C properties.
