Do I have to have a sound card to run this TV tuner card ? I have a gigabyte m/brd with on board 7.1 sound. If I install without sound card will I be able to receive SD sound and picture?

You don't need a extra sound card. The sound of the radio/tv channels is managed by the software/OS and not by the tv turner.
