all video and audio stream processing is done entirely by your computer, i.e. CPU and video card together with the software codecs used for that - your 6981 card just receives those TV data as data stream and pass them for processing - a lot like WiFi network card and when download data from Internet, but in this case you download TV data from the air. so, what you're describing definitively sound like some issue caused by video setup in your computer and by that i mean video card, its driver and video codec in use or your display. so, my best suggestion is to try dist with different codecs - you can read here (even they are mentioned there for another issue and another card model):

you can read two ways of testing FFmpeg codecs with TBSViewer, as well streaming from DVBDream:

to VLC: http://www.videolan.org/
and those both ways can be used to rule out your current video setup and settings. also, when you test with VLC, please, do not forget to go to Video->Deinterlace menu and set it to 'On' or 'Automatic' and you can try different 'Deinterlace mode'(s) from the same adjacent menu, because actually i believe what you experience is related to wrong Deinterlace.
