2nd Tuner cannot receive same channels as the first

I can successfully watch some channels on the first tuner, but not the second. At first I thought that this was due to a cable signal issue, so I swapped the cables around. Even with this I cannot see some channels that I can with the other, is the second tuner a weaker device as with some dual tuner cards?

It is only occuring with some channels not all, signal strength is reported as very good.

hmm, that doesn't sound right, please, tell me "signal quality" reported by the software for channel that both tuners can receive and for one that only one of tuners can receive.

Signal and quality are good ( as reqported by DVB Dream ).

I use DVBlogic v3.2 into SageTV for recording and viewing tv.

"signal quality" is the important and in what i'm interested in order to get better understanding what might be causing the problem and "good" doesn't mean anything to me - i need the exact percents, which i can convert to dB.
