I try linux and windows no luck

What SAT program(s) with?
Have you seen lock (green LED) although once?
Have you run TBS5520se_ChangeMode_Tool.exe - may be you try to lock SAT but TBS 5520SE isn't in DVB-S mode

Im from the usa so i need atsc.. is there any tutorial on how to work with raspberry pi with tvheadend.. i pay somebody to do it for me he actually install the driver but it wont get any signal or anything it says fail...

Hi

for 5520se it do not support ATSC , for ATSC we only have TBS6704 PCI-E card now and for ARM platform we have not tested yet
not sure it will work

Thanks for your update ,when you choose ATSC it should give you message do not support : )
