I'm using TBS6983 tv card This frekans Signal unstable!
what should I do

This is not ACM/VCM, but Multistream (MIS). To get stable reception You have to select one MIS from two which are in use there (30 or 40). Without MIS selection card will lock randomly first or second MIS which will give unstable reception.
MIS support is available in SmartDVB, DVB Dream, AltDVB (with BDA2 engine from crazycat) and ProgDVB.

Thank challenge was required by the DVB program, smart blind scan settings.
