Windows XP Standard user No data stream

Win XP
TBS 6893 PCIe
TBS driver 1.0.0.7
TBSdata 3.0.4.6
Run as a Standard User:
TBSdata application runs and reports 'Ensure you have installed the PME adapter controller"
System Lock is reported with good signal levels shown.
Virtual PME network is available but shows 0 bytes traffic in both directions.
Tellicast icon is red i.e. No data
Run as Admin:
TBSdata displays correct info
Tellicast icon is pink
Data is available and images available.
I have checked and the User has access to the virtual PME Netwrok devices.
I can't see any warnings or errors in the event logs to explain where there is a problem.
