TBS 6985 installs but doesnt initialize

I've been trying to install a TBS 6985 in my computer but no matter what I try I can't get it to work. I've checked this forum and many other sites but I can't find a thing about the problem I'm having, or a possible fix/workaround. The 6985 installs fine and shows in the device manager with no errors, but when I run either TBS-IPdata or TBSViewer I get errors (DVB Dream gets a "Cannot Initialize DVB Hardwre" fault also). Let me tell you everything I've tried to get the card running, and the system I'm trying to install it on -
Spec
Win7 64bit
Asus Rampage IV extreme
Pentium i7 3820
2 x Asus Nvidea Geforce 760 Sli
32gb Ram
1200 watt XFX PSU (Gold rated)
TBS 6985 in the a PCIe 2.0 x1 slot (Shared irq)
Alsat Superior DiSEqC DarkMotor
Inverto Black Premium LNB
I've installed as normal and as administrator with and without compatibility modes, tried 3 different PCIe slots at x1, x8, and x16. Installed both in and out of Program Files folders (directly to the C:\ dir). PCIe Link management option is OFF. The aditional power lead is connected to the card for DiSEqC. I've tried the card in another pc (windows xp) and it works as it should, but I can't get it running on the above system. I've completely updated my bios and graphics card drivers, and also disabed SLI to test but still the same error.
I checked the debug.log and it shows that hardware can't be initialized/reset which I think is leading to the "All capable DVB Adapters are busy, No free device has been found!" message in the DVBapp.
If anyone can point me in the right direction of how to tackle this I'd really appreciate it.
