So this issue was resolved for me with BIOS revision 0814 from Asus customer support. I guess they'll release it in due course onto their support website, if not contact them directly, their customer support seems pretty good.

It's probably worth noting that I checked the voltage on the 12V line when the card was plugged in and it was absolutely fine. I've tried with and without the 12V cable to the card, the results are the same. I've fiddled with pretty much every setting on the BIOS to get it to work as well, but no luck. Haven't even seen VGA come up with it plugged in.
