Hi Sir, Usually do not need to use the extra power, just in case the power from PCIE slot not enough , if without the extra power you can get lock with DVBC signal then do not need to use it it will not impact signal quality. About the issue make sure the cable connection is right maybe miss the cab...

In linux we have option to use with CI+ if you can use linux you can try with our TBS6910se

Holland should be DVBT/T2 signal you can check our TBS6205se or TBS6209se
